Kohelet’s litigation department submitted an appeal against Prof. Roni gimzu, Director General of the Ministry of Health and against the director of the ministry’s medical licensing department for their refusal to recognize the academic degrees of new immigrants from North America.
The story of the appeal is a story of an arbitrary refusal of the licensing authorities to fulfill their duty by law and examine the compatibility of academic degrees given abroad to the Israeli requirements. The appeal was submitted in behalf of two women who had recently made aliyah from North America. Both women studied for their master’s degrees in speech therapy in respectable American universities, fulfilled their academic duties and finally attained their degrees. Based on their academic degrees, the American licensing authorities allowed them to work as speech therapists. However, when they came to the ministry of health to get recognition they were refused out of hand.
