Shiran holds a B.A. summa cum laude in economics and management from the Open University of Israel and also holds an M.A. in economics from Ben-Gurion University. During her studies she researched the sovereign debt market. Her thesis was an empirical examination of the sovereign debt credit ratings over two decades.

Shiran joined the Fellows Program at the Milken Innovation Center. The program promotes long-term strategic decision-making by placing outstanding University graduates in government ministries. Shiran was placed at the Israel Tax Authority, researching tax incentive models for social investments and affordable housing.
Shiran is a teaching assistant of several economic courses at The College of Management. She also worked as a lecturer and teaching assistant at Ben-Gurion University and Ashkelon Academic College.
Shiran was an active member of Ben-Gurion University Student Association and served a year as the Chairman of the Finance Committee. She was also a Leadership Coordinator at ISEF Foundation. Today she volunteers at the Nachshonim Venture, helping nonprofit organizations develop income generating initiatives.
